Study On The Construction Of Social Care System For The Rural Disabled Elderly

With the rapid development of social economy, the standard of people’s living continuous improve, on the one hand, the average of human life extended continuously, on the other hand also has brought the serious test for the world’s pension problem.Analysis for "the long-term care development strategy forum"according to preliminary statistics, the number of disabled elderly is 33 million, in the middle of this century will be close to 100 million.[1] Not compatible with economic of rapid aging, threaten pension and health care of the elderly, and prompting elderly care problems stand out. Because our country regional economic differences,fragmentation of care for the rural area, a large number of young adults are migrant workers, family care function is slowly weakening, at the same time, due to restricted by aspects such as economic conditions,the development of social care not improve, and can’t satisfy the needs of the elderly rural disability, disability of the elderly care has evolved into a huge social risks. In this paper, starting from the background and significance, combing related books and literature of the domestic and foreign about the construction, on the basis of identification of important concepts, and draw lessons from foreign developed countries, survey on the current shaoyang city rural disability of the elderly community care system, the social care system make an achievement,at the same time, analyzed four aspects:main body, financing, social care service supervision and evaluation, human resources, protection of t he social care system, found that the principal part of the current social care are missing, single financing way, the shortage of human resource, the specialization is serious, evaluate the lack of quantitative indicators, etc.In view of the existing problems and reasons, finally put forward framework of construct multivariate main body participation in rural disability elderly community care system.
