The Study On Government’s Management Ability Of Online Public Opinion In The Mass Incidents Concerning Environmental Protection

Mass incident is an extreme form when the social event has developed in a specific stage, among which incidents caused by environmental factors take up a great proportion. Online public opinion is connected to mass incident, therefore, government’s management ability of online public opinion in the mass incidents is the main study object in this dissertation.Employing document analysis method and case analysis method, combining theories and cases, this thesis defines the government’s management ability of online public opinion in the mass incidents concerning environmental protection as follows: it is a synthesis of policy-making ability, supervision over online media and guidance of public opinion of the government in the mass incidents relating environmental protection.Using government’s view as subject’s view, this thesis analyzes the deficiency of government’s policy-making, insufficiency of supervision over media and the ossification of public opinion management, meanwhile puts forward corresponding suggestions.Research results show that the ability to strengthen public opinion management means that the government should set up the correct public opinion guidance consciousness, correctly deal with the problems of public opinion guidance in mass incidents concerning environmental protection through sound law and perfect mechanism of public policy making. At the same time, government should strengthen the reasonable specification of network media, enhance people’s political participation quality and ability and provide more online political platform. To rightfully balance the relationship between government, media and the public is key access to efficiently dealing with the problems of public opinion guidance in mass incidents concerning environmental protection.
