In the "State Council on Accelerating the Development of the Weather", it proposed that by 2020 it should build a well-structured, advanced features of modern meteorological system, so that the overall strength of China’s meteorological would approach the world advanced level, and a number of areas reach the world advanced level. Meteorological science and technology personnel as the core competitiveness of meteorological development, it is scarce resources to achieve meteorological modernization. Therefore, doing a good job of Meteorological Science and Technology personnel is the basic of mobilizing the enthusiasm of meteorological science and technology personnel-. stimulating creativity of meteorological science and technology personnel.Firstly, Study of meteorological science and technology personnel working status and incentives, it has important realistic significance for China meteorological development, national innovation-driven strategy, and it also has explore academic value for the incentive theory and empirical studies. Through literature study of meteorological science and technology personnel’s working status the theory of motivation, to build a conceptual model theory of meteorological science and technology personnel’ working status and incentives. Secondly, to take the national meteorological science and technology personnel as the research object, on the basic study of meteorological science and technology personnel’ working status, this paper researches the differences of meteorological science and technology personnel working status among different individual characteristics. Finally, through analysis of the relationship between meteorological science and technology personnel stimulating incentives and working conditions, it proposes some valuable recommendations according the findings.
