Research On The Practical Path About The Participation Of The Social Organization In Social Consultation

The social organization refers to the relevant organizations that are registered in accordance with the law, non-governmental, non-profit, voluntary and public welfare. The participation of the social organization in social consultation is an important part of Chinese socialist system of deliberative democracy. It is the product of the integration of social forces and the construction of a shareable social order in the process of the transformation of Chinese state and social relations. It is a kind of plural democratic activities, dialogue platform and integration mechanism. At the same time, it is also a requirement of building a service type government for our country.The social organization is an important subject of social consultation. There are many important functional values when the social organization participates in social consultation, which is benefit to the fairness of public policy, the equality of social subjects, the scientific nature of social management, the orderly expansion of democracy and the strengthening of the civil democratic consciousness. The social organization should participate in social consultation, which is an effective way to solve the social contradictions and conflicts in the new situation, to promote the development of socialist democratic politics with Chinese characteristics.Currently, due to our government’s little awareness of the social organization, the lack of the support of citizens to the social organization and the insufficient ability of the social organization, there are many problems when the social organization involved in social consultation. Such as the dimness of the main body in the society, the weak consciousness of consultation, the lack of consultation system, bad consultation techniques and the lack of consultation channels.In order to further promote the social organization to participate in the practice of social consultation, we should perfect the way of social organization to participate in the social consultation from six aspects. Firstly, enhance the consciousness of consultation. Government, citizen and the social organization should meet the requirements of modern social development, and fully understand the significance of social consultation. Secondly, determine the independent and equal status of the social organizations, and protect the rights of social organizations. Thirdly, construct the principle of consultation. The development of social consultation must adhere to the principle of the party’s leadership, legitimacy, purpose, openness and effectiveness. Fourthly, improve the consultation system and mechanism, including the entity system, the procedure system, as well as the consultative mechanism, supervision mechanism, feedback mechanism and so on. Fifthly, improve the consultation ability of social organizations, including the professional quality, the rule of law literacy, integrity awareness and so on. Sixthly, enrich the channels of the consultation, develop network consultation, democratic discourse, civil council, the council of residents, policy forum and other emerging channels of consultation.
