On The Perfection Of The Legal System Of Civil Servant Training

The management ability of a government is decided by the quality of the civil servants. In order to improve the ability of our civil servants, it is a must to have a effective way to build a qualified team for them, and training is the best one at this moment.According to the situation of the civil servants from various regions, there are lots of weakness in our training system for the civil servants, like the legal system, the educational concept, the curriculum provision, the training methods, the incentive mechanism, the running mode and so on, which are the reason that our training system is failed to improve the quality of the human resource of our government team. The existing training system is helpless to high efficiency for now, moreover, it is harmful to improve the management ability and keep the position of our government in a long-term. Therefore, it is top urgent to perfect the law system of the training for our civil servants.In order to keep the development of the training for the civil servants, it is necessary to legalize the training institution. However, our current training system has defects in legal side. The current training is mainly follow up the instruction from the Party and government organizations which is not professional enough. It has problems in implementation process, like the legalization is slow, the training institution is not well-built, the level of the teaching group is low, the training content and method is boring, the assessment system is imperfect, the budget is not enough and so on. So, we need to study from other countries and use their experience as the reference to build and improve the related law in our civil servants’ training. We should concentrate on drawing up the law regulation for the basic points, like the application, the management, the training requirements, the training institution, the teaching group, the training concept, the regulation for students, the assessment, the budget, the network platform and legal responsibility which can perfect our training in legal side, and improve the quality of our civil servants’ team by law.
