Since the 18th National Congress of the Communist Party of China,develop the idea of governing the country according to law and building a socialist country under the rule of law,the Party committees and governments of all localities and departments attach great importance to the rule of law and administration according to law.As an important part of administration according to law,the performance appraisal of civil servants has naturally become the object of study.To this end,to the Party Central Committee,the State Council down to the township government,street offices are carrying out a series of administrative activities in accordance with the law,so as to improve the performance of civil service assessment,so that comprehensively promote government affairs,administration according to law.However,at present,there is not a complete set of index system for civil servant performance appraisal in China,and it is not comprehensive in scientific,legal and systematic level.The performance evaluation of civil servants is an important link of administration.Looking at the world,civil service performance assessment is the world's fabric of the important problems.Nowadays,civil service performance appraisal methods have been or are being formulated,but these methods and measures to achieve the level of civil service performance appraisal rule of law is still too early.The performance of a single assessment methods,indicators of science,comprehensive assessment system has not been established.It is necessary to consummate the related civil servant performance appraisal laws and regulations to form a perfect civil servant performance appraisal legal system in order to better realize the civil servant performance appraisal legalization and to realize the civil servant performance evaluation scientifically and rationally,with reference to the specific practices of the countries in the world and the concrete practice of our country.The government should perform its functions and realize the administration according to law.The article is from the following aspects:the first part of the civil service performance evaluation of the significance of the rule of law.In the 1970s and 1980s,the western developed countries generally implemented the administrative reform movement.In this reform,civil servants performance appraisal is the focus of reform,has been the focus of attention of the government and the public.In the 1990s,China began to introduce civil service performance appraisal system,the system in China's late start in all aspects are not too mature,China's reform and opening up the political field has not yet been a breakthrough in the history of civil service performance appraisal without the tradition,Historical reasons,human factors,the rule of law has not been established on the performance of civil service examination of our country to form a challenge.In the performance evaluation of civil servants,we must know the definition of performance before taking further measures.In general,the definition of Li's performance is diversified.It contains various results of people's production and behavior,and to a great extent,In behavioral outcomes.Assessment means more user-friendly,he expressed the assessment,evaluation and inspection means.Performance appraisal can actually be used simply as a variety of methods and means of civil servants in the work of the overall performance of the objective evaluation.This paper introduces the main performance appraisal system in developed countries such as USA,UK and Japan,and introduces the legal system of civil servant performance appraisal and the performance evaluation system of UK civil servants.After that,we should focus on the significance of the legalization of civil servant performance appraisal in our country.-It is helpful-to unify our civil servant performance appraisal method,help to determine the performance appraisal right,and help the performance appraisal activities to carry out and carry out the results.The perfect civil servant management system needs a high degree of rule of law civil servant performance appraisal system,the government department has its own public attribute,the civil servant performance appraisal must have the performance appraisal principle which is different from the enterprise.The second part mainly discusses the problems existing in the civil servant performance appraisal in our country.China from the 90s of last century began to implement the performance appraisal system for civil servants,from the central to local governments have begun to implement the system,and promulgated a number of laws and regulations,policies,short-term civil servants performance appraisal has made certain achievements,to improve the civil service,Government administrative effectiveness of great significance.But we should also see that the implementation of performance appraisal time is not long,the relevant laws and regulations are not perfect,many local civil service performance assessment floating on the surface,it is difficult to produce good effect.The third part is about advancing the civil servant performance appraisal.In view of the shortcomings of the legal system of performance evaluation of civil servants in line with the idea of comprehensive reform,the author of the civil service performance appraisal legal system to further study,and gradually realize the civil service performance appraisal system of the rule of law.
