A Research On Strategies Of Promoting The Personal Knowledge Management Ability Of The Grass-roots Civil Servant

In modern times,the economic and social development is more and more depend on the application of knowledge.The government also recognized that knowledge is a very important resource, and the management and application of knowledge into public service practice.Over the years, due to the stability of the civil servants the position, government departments by hiring exam, hired a large number of structure has a relatively complete knowledge and mastery of certain information technology talents for grassroots economic and social development to provide a strong organizational guarantee and personnel support.In this paper, based on the theory of knowledge management of the related research results, from the personal knowledge management ability, the process of knowledge innovation ability, technical skills and so on, this paper discusses the main content of personal knowledge management ability, the grass-roots civil servants through the survey of civil servants at the grass-roots level and interactive communication, found that civil servants at the grass-roots level in the existing problems in personal knowledge management ability, mainly displays in the demand of knowledge, knowledge acquisition, knowledge.On the basis of the above problems, from two aspects: individual grass-roots civil servants and the government to study the cause of the problem. Finally, on the analysis of the problems, the paper expounds reasons put forward the countermeasures to solve the problem, on the basis of mainly include: to improve understanding of personal knowledge management; strengthening personal knowledge demand analysis, sets up the concept of lifelong learning; expand the approaches of knowledge acquisition, knowledge collection; applying knowledge management tool, completes the knowledge storage.
