Ecological Civilization System Innovation Research

Reasonable institutional innovation can facilitate the construction of ecological civilization, but the improper institutional innovation will seriously hinder the development of the construction of ecological civilization. Report of the 17 th national congress put forward that ecological civilization required to respect and protect human environment, and ecological civilization construction must insist on green development. The report clearly pointed out that the party’s 18 must depend on protection of ecological environment system, to strengthen the construction of ecological civilization system. Further put forward the third plenary session of 18 around the beautiful China to deepen reform of system of ecological civilization construction, speed up the build system of ecological civilization, use the system to protect the ecological environment. At present in the system of ecological civilization construction in our country has made certain achievements, but still faced restricting factors such as resources and environment problems. Therefore, to strengthen the construction of ecological civilization must innovate breakthrough from the basic system, break the constraining bottleneck, soft power innovation to accelerate ecological civilization, and further promote the construction of ecological civilization. This article tries from the overview of system of ecological civilization, ecological civilization in our country, the system construction on the basis of common meaning, present situation, problems and their causes, and makes a superficial research and innovation to the system of ecological civilization.This paper mainly includes four parts:The first part of the introduction, the paper mainly discusses selected topic goal and significance, the research status both at home and abroad, the main research ideas, methods and innovations.The second part of interpretation system of ecological civilization, this paper introduces ecological civilization system, the connotation of ecological civilization, some of the basic characteristics of ecological civilization system are analyzed in the construction of ecological civilization and ecological civilization system plays an important role.The third part of the construction of ecological civilization system in our country the status quo, problems and its reasons, analyzes the present situation in the construction of ecological civilization system at the present stage in China, both affirmation achievement for the construction of ecological civilization system, and find out from the current problems of our country’s construction of ecological civilization system, in-depth analysis on its reasons.The fourth part of the basic means is to strengthen the construction of ecological civilization system---system innovation. It is also the focus of this article which is trying to do the institutional innovation and striving for the new breakthrough based on the existing system of ecological civilization in our country. Firstly, in the respect of decision-making, we should insist on scientific decision-making, establish an effective system of environment and development, improve the ability of government’s decision-making. Secondly, in the respect of legal management, we should perfect the legislative system and also strengthen law enforcement system in ecological civilization construction. Thirdly, in the respect of ecological culture, we should establish the training system of ecological civilization consciousness, develop public discipline system of ecological civilization, and strengthen the development devices of ecological culture.
