| As national staff, the civil servants employed in the townships directly work for the masses of people. Their working attitude and ability directly affect the people’s evaluation of the government’s image. For the purpose of improving the management level and the service capabilities of the government, the civil servants, who are featured by high efficiency, incorruptibility, proactivity, and innovative spirit, are needed. Qingshuihe County in Inner Mongolia locates in the west part of China, where is less-developed region in our country. In order to improve the service quality of the government and to lead the people in mountain areas to become rich, the key is to motivate the working enthusiasm of the current civil servants in township and to attract more and more talents to serve and root in the grass-root governments. However, the concept of the ongoing incentive system among the civil servants employed in the townships of Qingshuihe County is outmoded. Apart from the objective factors from circumstances, the execution of the incentive system is also limited by the subjective factors from the civil servants themselves. Consequently, the incentive system does not show apparent effect.The present paper points at the actual situation of the civil servants employed in the townships of Qingshuihe County and the current status of the ongoing incentive system. Questionnaire, interview, literature review, and summarizing are carried out. With the help of the two-factor theory, the complex-man hypothesis, and the equity theory, the problems of the current incentive system as well as the corresponding reasons are analyzed. After the successful experience of Hebei Province and Zhejiang Province is learnt, a new incentive system of the civil servants adopted to the townships of Qingshuihe County is proposed. This system possesses of innovate concept and improved executing program. Accordingly, the countermeasures and the suggestions regarding the incentive by civil servants’classification, which is based on their position and age, are presented.
