Township civil servants are a special group that closely connects the party and government with the grassroots people.Their service consciousness and service effectiveness determine the progress of the administrative service efficiency of party and government organs and other public departments,as well as the people's sense of happiness,gain and satisfaction.It also directly determines the comprehensive management level and development progress of the society.For a long time,due to the complexity and hardship of grassroots work,narrow promotion space,and low salary and other factors,the township civil servants have been in a state of instability.Some people even feel that the work is boring,the future is confused,and the work enthusiasm and social responsibility are reduced.To a large extent,it affected the implementation of public sector policies.Therefore,it is of great practical significance to comprehensively and deeply study the incentive problems of township civil servants.The research methods used in the thesis mainly include questionnaire survey,semi-structured interview method and comparative analysis method,in-depth investigation and study of the relevant problems of the township civil servants in District A,Zibo City,Shandong Province,and the use of Maslow's hierarchy of needs Based on the theory and Skinner's strengthening theory,it does a certain analysis and discussion on the motivation of township civil servants.First,by analyzing the survey data and the content of the interview,the status quo of incentives for township civil servants is summarized.This is mainly manifested in:low satisfaction with external incentives,specifically manifested in low wages and salaries,the pursuit of equalization of salary distribution,inadequate contact between salary distribution and performance assessment;performance assessment management is unscientific,and there are unquantified assessment indicators,The assessment method is singular and the assessment results are homogenized;promotion incentives are not strong,which is manifested in the problems of limited promotion space,difficult to achieve promotion expectations,and opaque promotion procedures;internal incentives are weak in public service motivation,which is manifested in lack of desire Feelings of serving the public interest and enjoying down-to-earth work,serving the public,and helping the weak bring satisfaction,accomplishment,and pleasure.Secondly,the difficulties and causes of township civil servants' incentives are discussed.This is mainly manifested in the backward incentive concept,the imperfect incentive system,the lack of incentive methods,and the restriction of environmental factors in townships;Finally,it summarizes and refines the way to improve the incentives of township civil servants,that is,the innovation concept that adapts to the development of the times,improves the scientific and effective incentive system,strengthens the internal incentives for the integration of personal values and public interests,and enriches fair,reasonable and flexible incentives Means to deepen the reform of township and township institutions with institutional innovation as the goal.Strengthening research on the incentives of township civil servants,further improving and perfecting the system,system and measures of incentives for township civil servants is a matter related to stabilizing the grass-roots civil servants,improving their public service motivation and service level,improving people's happiness and satisfaction The sustained and rapid development of the economy and society guarantees the long-term stability of the country.More and more in-depth discussions and research are needed.
