The Study On Natiaonal Legal System Issues Of Putin’s Government

The Russian Federation is a multinational country in history. National problem is a difficulty which the generations of Russian leaders have to be faced with. Because of historical and realistic causes, Putin has been confronted with tough national problems during his political period in power. Chief among these problems is that some minority nationalities tend to separate themselves from federal government and they created a lot of incidences of violence and terror. In addition, the problem of migration is so serious that the waves of domestic anti-immigrant swept over the whole country. Aiming at national problem, Putin’s government has made a lot of efforts, for example, formulate policy and make laws to fight national separatism severely, promulgate laws to help immigrants get into the local and fight against illegal immigration according to law, sign presidential orders to establish a vertical power system, further implement and improve the Law of Cultural Ethnic Autonomy to relieve the tension of national problem.Through Continuous development and perfection of national legal system, Putin’s government basically solved the problems of national separation and state secession. At the same time, minority nationalities deepened their sense of national identity. In the future, the federal government will legislate further to improve relations with the federation subjects and make specific laws and regulations to fully protect the rights of all nationalities, improve the Law of Cultural Ethnic Autonomy to implement national cultural autonomy. As both China and Russia are multinational countries, the study on national legal system issues of Putin’s government may provide guidance for us in national problems, for example, formulate corresponding regulations and laws of the Anti-Terrorism Act as soon as possible in order to crack down on violent and terrorist crimes, definitize the jurisdiction between the Central Authority and Regional Ethnic Autonomy by more legislation, enact the Law of Cultural Ethnic Autonomy to perfect system of regional national autonomy.
