Since China’s reform and opening up, along with the advancement of economic system reform and political system reform, the relationship between government and society has been adjusted gradually and social organizations’development environment has been optimized mostly. With the number increasing and service areas expanding, social organizations have played an irreplaceable role in economic and social development. However, with the "government failure" and "market failure", similar problems in the operation of social organizations have caused a series of "voluntary failure", these illegal or inappropriate behaviors have weakened the solid foundation of sustainable development of social organizations,which damages the political stability, economic development and social harmony. Along with the rapid development of social organizations, management policy has become more and more standard, shaping control oriented system of dual regulation. 《Regulation on Registration and Administration of Social Organizations》 (1998) has illustrated social organizations regulation systematically on the basis of 《Regulation on Registration and Administration of Social Organizations》 (1989) and 《Interim provisions on Registration of Social Organization》, eventually forming regulation policy system on social organizations, including registration, taxation, finance, personnel, party building, evaluation of specific regulatory policy.the content of regulatory policy and its practice effect have demonstrated that the regulatory policies of social organizations have ensured the development order of social organizations and steadily promoted the reform of the social organization management. But in large extent, these regulatory policies have restricted the autonomous ability of social organizations.Some problems of social organizations regulatory policy have caused extensive concern of academic circles, involving the concept connotation, functional significance, problems and countermeasures, etc.,which provides a theoretical guidance to perfect regulatory policies of social organizations.But existing research lacks the specialized study of social organizations regulation, and the analysis logic embarks regulatory system to analyze problems, staying at the inductive analysis level.Therefore, existing research can not show the status quo of regulatory policy comprehensively and analyze the defects of society regulation policy specifically.To solve these problems, basing on the voluntary failure theory and the regulation of public interest theory, in the background of comprehensively deepen reform strategy, theoretical framework of social organizations regulatory policy can be divided into four aspects:regulatory philosophy, regulatory content, regulatory approach and right remedy. Secondly, this article shows the outline of regulatory policy through the content analysis of regulatory policy text, which provides a premise to find the defects of regulatory policy. Guided by the analysis framework of social organizations regulation, In-depth analysis is carried out from four aspects of the analysis framework, the analysis result has presented some problems existing in regulatory policy of social organizations, such as, a single regulatory philosophy, the high qualification of legal person, imperfect direct registration and record, the lack of focus in process supervision and insufficient right remedy. Finally, in view of existing problems, basing on the theoretical framework and content analysis result, this paper puts forward some feasible Suggestions to perfect regulatory policy of social organizations, such as, updating regulatory philosophy, perfecting admittance regulation, innovating process supervision, strengthening afterwards supervision, and protecting right remedy.
