As the largest maritime law enforcement team under Ministry of Transport as well as an important leader after the reform of China’s maritime system, the key role of MSA in the law enforcement on maritime transportation is self-evident. How to improve the executive power of MSA system and grasp the good opportunity of marine system reform to promote the prestige and discourse power of MSA is very important. Especially in the transition and adjustment period, the reform on the maritime supervision model is all kinds of resistance and difficulties. Under this background, the MSA cadres must fortify their conviction, concentrate their efforts on task implementation and promote the maritime work to break through at the new starting point.Personal executive power is the constitution foundation of an organization’s executive force. Only when personal executive power is promoted, will it be possible to be transformed into the organization’s executive force. Therefore, in the critical moment of the MSA system transformation and upgrading, it is of great significance to study the personal executive power of maritime cadres, in order to improve the maritime fighting power and executive force. Maritime young cadres are the main force of maritime affairs with the proportion of more than 60% of the total. The particularity decides the research value.The execution will is an important factor that affects the executive power of individuals, so this paper investigates the subjective psychology of young cadres through questionnaire and interview. At the same time, it analyzes and judges the problems existing in the executive power of young cadres in X MSA by SPSS22 software. After the root analysis of problems in execution body, execution mechanism, execution management and execution environment, it puts forward corresponding countermeasures. In the countermeasures, it focuses on studying how to promote the executive power and execution will of young cadres in X MSA, proposing to establish the incentive-based performance evaluation system, multi-career development channel and demand-based training scheme and exploring the countermeasures from emotional orientation and external environment, in order to provide certain inspirations and help in practice.
