The Research On Community Supplies Of Rural Public Service Under The Background Of Urban-Rural Integration

China is not only a developing country, but also an agricultural country. Therefore,agriculture rural areas and farmers’issues are particularly important, and the issue of rural development has been attaching the party and government great importance. The 3rd and sixth Plenary Session of the 16th Central Committee report and the 17th Central Committee report pointed out the request of community building. The new idea that urban-rural integration would coordinate simultaneous development with industrialization, information technology, urbanization, agricultural modernization was clearly stated in the 18th report. This idea reflected the party’s strategic thinking on the new relation between city and rural in the new situation.In this paper, the writer used many research methods, such as field visits and survey methods combining, theoretical analysis, comparative analysis and so on. Taking supply situation of public service at rural community in Liuyang City as example, the writer summarized specific initiatives, achievements and development difficulties of community construction in Liuyang city currently, and provided references for other provinces.Article is divided into an introduction and main part. The first chapter is an introduction. The main part is divided into four chapters:The first chapter is the definition of related concepts and the theoretical basis, and its main contents are the connotation, modes classification and analysis of supplies of public services at rural communities; The second chapter is the status quo analysis on communities supply of China’s rural public service, and this part introduces the process, achievements and problems of China’s rural community development, then selects typical cases about supplies of public service for analysis; The third chapter analyzes supply problem of public services at rural communities in Liuyang, and its content is primarily about development background analysis, specific initiatives and achievements of public services at rural communities in Liuyang, and selects typical community, Yongan County, to analyze construction achievements, then deeply analyzes the plight of the supply of public services at the rural communities in Liuyang; The fourth chapter is countermeasures and suggestions on how to promote community-based supply of public services in rural areas.
