Research On The Construction Of People’s Livelihood Policing In Changzhou

Modern policing is the trend and tendency of policing reform and development in today’s world, with the goal of improving the overall efficiency of public security work, establishing a series of scientific and standardized system of police and intensive and efficient mode of operation. The people’s livelihood policing is a new type of policing mode which China’s public security organs make in the history of people’s urgent hope and building a harmonious society in recent years. The people’s livelihood policing is guided by the Scientific Outlook on Development, with people-oriented thought as the core, with people’s livelihood happiness as the goal, is a major measure for deepening the reform of public security work, which has an important impact on improving public security satisfaction, realizing the innovation of social management. Therefore, this paper discusses the construction of people’s livelihood policing have profound theoretical and practical significance.This paper defines the concept of the livelihood of the people, the police and the people’s livelihood first through the theory analysis, making use of a combination of comparative inductive method and qualitative analysis method. After clarifying the related concepts, it puts forward the essence and connotation of the people’s livelihood Police Affairs, summarizes the era background and realistic basis for the public security organs to build the people’s livelihood of the people’s livelihood in the new era, and discusses the theoretical basis of the livelihood of the police from the new public service theory, service-oriented government theory,good governance theory and other related theories. Then on this basis, it sums up the Changzhou people’s livelihood policing operation mechanism and development process, summarizes the content of the people’s livelihood policing. However, Changzhou people’s livelihood policing practice is not accomplish in one move, questions that it does not adapt to the situation of social stability, can’t meet people’s new expectations, can’t balance the management and service, the credibility of law enforcement not high still need to improve. The problem of deviations in understanding thought, system mechanism operation impeded, sector linkage not enough, institutional guarantee inadequate are still existing. The reason, on the one hand, is due to the subjective understanding of the deviation, on the other hand, is the objective of the physical, the mechanism is not perfect. Therefore, with the combination of these problems,we need to co-ordinate the overall situation of the people’s livelihood since the construction of police affairs, in-depth analysis to find solutions. At present, in the dynamic environment of information society, what we need to do is to build and promote the national governance system and governance capacity modernization to adapt to the livelihood of the police operation mechanism, adhere to the scientific development concept, highlight the problem oriented, the bottom line of thinking, insist innovation driven, system management, in accordance with the requirements of fine, information technology, the rule of law, sound cooperation mechanism, innovative means of synthesis, focus on joint goal, innovate and improve the working mechanism, the prevention and control system, the police public relations and professional team of people’s livelihood policing, so as to promote the better development of Changzhou’s people’s livelihood.
