| The essence of the management of official vehicles is the public power allocation and scheduling, the use of public power, because of human behavior and supervision is not strict, very easy to form the abuse of power and corruption. On the reform of official vehicle management has been a hot research in our country, it is for the construction of service-oriented government, has important significance to realize the harmonious society. The theory of public choice hypothesis, on the reform and development of our country and the plight of official vehicles are discussed in this paper, three stages of China’s reform of public service vehicles were described respectively. In this process, this study proposes China’s official car reform confusion, thus put forward the case value of Wuhou District official car reform. In order to verify the official Wuhou District bus reform case value, this paper also analyses the typical Wuhou District official car reform. Then, the Wuhou District official vehicles centralized management case are described, from the Wuhou District management cause official vehicles, to focus the analysis on the management of Wuhou District official vehicles, official vehicles to Wuhou District focus on specific management measures are given in detail, and summarizes the Wuhou District official vehicles centralized management implementation and results this results in management reform based on evaluation.In the study of management reform for Wuhou District official vehicles, this paper adopts the research method of combining theory with practice, through the review of the bus reform at home and abroad to find out the law of development, through the evolution of China’s bus reform and find out the existing problems and should be avoided. Finally summarized in this paper in addition to the three elements and the important enlightenment of the success of the reform. The introduction of competition, making rigid budget restrictions, car costs and supervision reform process, the evaluation stage. These conclusions can provide value to the local bus reform, but also can provide reference for the reform of the bus, from the two aspects of the achievements of this case study. |
