The Study Of Local Government’s Strategies About Handling Mass Incidents In New Media Time

Since the mid-1990-s, China began the reform of facing an important, special historical period, on the one hand, the transition of the planned economy to market economy, the great awakening and inspired the vitality of the whole society, the Chinese government under the leadership of the party, to overcome many obstacles, basically achieved sustained and rapid economic development, social wealth accumulation, people’s living standards greatly improved;, on the other hand, the social structure transformation and the dramatic changes of social interest structure, make the social accumulation of various contradictions, such as the gap between rich and poor, labor relations, the doctor-patient relationship, environment and development, resources and development, such as contradiction between rapid intensification, lead to frequent occurrence of mass incidents, and in the face of emergencies, the local government for lack of the corresponding experience that disposal is often badly.Positive and effective prevention and disposal of group events, functions of local government management innovation is an important content. The author thinks that in order to improve the ability of local governments to deal with mass incidents, first of all, want to combine the new media era of rapid development at the present stage background.In this paper, the first chapter is mainly on the basis of literature research, the research status of domestic and foreign scholars event made overview, explained in this paper, by using related disciplines theory and research method, this paper expounds the necessity of the significance of topic selection and research.The second chapter mainly describes basic concepts related to this article:the new media era, mass incidents, local governments, and combining with the classic case of the occurrence of new media era, Outlines the group events on the new features of evolution in the era of new media, and through the influence factors of local government in the disposal of group events, set up in advance, matter and afterwards in the face of the three evaluation dimensions.The third chapter is mainly based on the interpretation of wukan incident, the local government in the disposal of group events, analysis of the current situation of typical for early warning, before things to deal with, summing up three dimensions is pointed out that the effect of local government in dealing with mass incidents and deficiencies.The fourth chapter and the fifth chapter analyzes the disadvantages of the local government to deal with mass incidents, puts forward relevant strategies to cope with the situation, to local government on the question of disposal of group events as some of the two aspects of theory and practice reference.
