Research On The Revision Of The "Archives Law" In China In The New Century Based On The Problem-oriented Way

The present "Archives Law of the People’s Republic of China" is not satisfied with the development of all aspects of the society because of its relatively early development time. To amend "Archives Law" put on the agenda, this paper argues that the modification of the archives law should establish the principle of "Public is the principle, confidentiality is an exception", follow the" people-oriented "concept, from the broader, more specific, more comprehensive perspective starting to change.In short, "Archives Law" has become more and more unsuitable for the needs of the development of society and science and technology, the state and citizens are eager to introduction of the new "Archives Law".Content analysis of core journals about amending "Archives Law" based on the problem-oriented way, extracting related issues and making a list, mining the problem behind the "Archives Law", propose modifications in "Archives Law" which is the need to focus on, and finally to be summarized. And based on this, discusses the problems in accordance with the distribution of periodical distribution and prolific authors, discusses the "Archives Law" modify the distribution of the number and date of the, discusses the different types of problems.Finally in this paper, these problems are reduced in four aspects:on the macro level issues in the modification of "Archives Law"; interlinking problem between "Archives Law" and the other new laws and regulations; the problems existing in the specific provisions of the archives law; add a new paragraph in the archives law. And on these four issues, it is concluded that the suggestions on Amending the archives law from four aspects:first of all macro must keep pace with the times, build a perfect law; secondly to in micro seize key problem, modify the current "Archives Law" in the existing provisions; then modify attention needs to be paid to the connections between "Archives Law" and other laws; finally need to add new terms to meet the needs of archives work, adapt to the development trend of the times.
