Study On The Strategy Of Perfecting The Legal System Of Archives

At present,with the development of archival cause,the research of archival law has gradually changed from the stage of the construction of laws and regulations to the stage of constructing the legal system of archives.At the same time,the research on the theory of archival rule of law has been enriched.Rich experience has also been accumulated in practical work.With the research of archives legislation and managing archives according to law,people begin to change the perspective of archives affairs,not only from the perspective of management,but also from the perspective of the rule of law.It not only provides the opportunity and practice fertile soil for improving the archives legal system,but also makes it possible for the research topic to be carried out in an all-round way.The core of perfecting the archives legal system is the system construction and the whole promotion,and solves the problems existing in the archives governmence work systematically.First of all,this paper puts the construction of the legal system of archives under the background of the socialist legal system with Chinese characteristics,shows the macroscopic appearance of its development,and analyzes the related concepts of the archives' rule of law.Secondly,taking the theory system of archives rule of law,the system of archives laws and regulations,the implementation system of archives rule of law,the supervision system and the guarantee system of archives rule of law as the main line,the organic combination of archives affairs and the rule of law is taken as the main line.And from the theoretical analysis and empirical analysis of the two levels of in-depth analysis of its mechanism,which provides a new research perspective for the improvement of archives legal system construction.Finally,this paper puts forward that in the new historical stage of comprehensively promoting the management of archives according to law,to perfect the system of archives rule of law is to systematically promote the theoretical system,the system of archives laws and regulations,the implementation system of archives rule of law,the supervision system and the guarantee system of archives rule of law are constructed,and finally the rule of law of modern archives law is formed,which includes archives legislation,archives law enforcement,archives judicature and archives abiding by the law.The perfection of archives legal system draws lessons from the relevant theories of administrative management and law,which will broaden our research field of vision and deepen the research of archival jurisprudence.
