Intelligence community emerged with smart city. Urban the integration of the development of China’s urbanization and information practice, especially under the promotion of "Internet+", community has become an intersection of social needs, a support point of government basic management, and an important platform for integrated community services.The integrated service platform of intelligent community is not a purely technical project, but rather a complex business system. The operation and revenue model will determine efficiency and sustainability. Therefore, different from the existing research, focused on technical feasibility, this study is unfolded around this issue that how to achieve sustainability. Meanwhile, this study focuses on the commercial viability of the platform.On the basis of domestic and foreign intelligence community building and development model, this paper uses a variety of research methods to explore the business model, and eventually comes to the following conclusions:(1) Intelligence community is a new form of community under the double drive which is service development and IT innovation. Multiple interests determine multiple goals. We need to balance the business efficiency, public service and technical feasibility. (2) System design of the integrated service platform of intelligent community should have ecological thinking, mainly reflects in controlling the internal and external environment, focusing on the dynamic development and adhering to the people-centered. (3) Business model of the integrated service platform should follow system design. Value proposition, participants relation, revenue model are the three elements to the business model essentially. So this paper sums up the general approach to business model design for such complex platforms:based on context, object-oriented, system design, step by step. (4) The level of demand, service capability and technical level are the major factors in determining the degree of the platform. Accordingly, this paper predicts three stages of the platform and the main business model of various stages. They are government-oriented public-private partnership model, enterprise-oriented platform model, and cross-border integration mode.
