Democratic Theory And Path On The Modernization Of National Governance

The modernization of national governance is one of the important topics in the contemporary politics field. It is put forward in the third plenary session of 18th Central Committee that the general objective of comprehensively deepening reform is to improve and develop the socialist system with Chinese characteristics and promote the modernized level of national governance system and national governance capacity,. The modernization of national governance becomes another modern target after the "four modernizations" proposed in the last century. The achievement of modernization of national governance concerns the national prosperity, social stability and people’s well-being. So, how to realize the modernization of national governance is an important issue for our country.There is a natural relation between democracy and modernization of national governance. Democracy advocates "popular sovereignty" and emphasizes that people are the masters of the country and enjoy a wide range of political rights and freedom. While the modernization of national governance advocates "multi-governing" and pursuits the participation of state, market, community and individual citizens in the national governance, which is a process of reverting power towards society. Therefore, in some ways the modernization of national governance can be also called the democratization of national governance and democratization is the essential characteristics of the modernization of national governance. The fundamental method to promote the modernization of national governance is to realize the democratization of national governance.Main developing line of this thesis will be the achievement of modernization of national governance. With the important role and core status of democratization in modernization of national governance as argument, this paper will illuminate that modernization of national governance must be on the premise of democratization of national governance. There are numerous ways to achieve the modernization of national governance. Based on the summary of Britain’s, America’s and France’s mode of democratization of national governance, we believe there is no universal model. To achieve the democratization of national governance in China, we must take the socialism road with Chinese characteristics rather than copy the modes of other countries. On the basis of constructing course of democratic politics in China after the foundation of the PRC, this thesis will propose the path to achieve the democratization of national governance. First of all, we must promote the institutionalization and legalization of democratic politics. The democratization of national governance is a systems engineering, restricting public power is the key to realize the democratization of national governance, deepening of the governmental system reform is an important starting point for the democratization of national governance, strengthening the construction of rule of law can guarantee the democratization of national governance. Second, we should enrich and improve the diversification of forms of democracy. To seek unity of the substantial democracy and substantial democracy, to lay equal stress on deliberative democracy and electoral democracy, to construct democracy at the grassroots level, and encourage the other forms of democracy. Finally, pay attention to the cultivation of democratic society and cultural foundation. The democratization of national governance must rooted in the democratic culture, to set up the people’s democratic culture idea, to make full use of the function of social organization in the national governance, to develop the market economy. Generally speaking, advancing the institutionalization and legalization of democratic politics and developing diverse democratic forms, cultivating the democratic society and culture can promote the realization of the democratization of national governance.
