Social Security Assessment Of Blackout

As a pillar industry of the national economy, the modern society shows a continuously increasing demand and dependency on the electric industry. Massive blackout not only brings huge impact to the rapid development of modern society, but also casts threat on people’s life and property safety, it is an unignorable hidden danger to the stability of the society. Once a large area blackout occurs, a series of problems, i.e. deterioration of security standard, traffic system breakdown and limitation of residential life, will arise thus leading to massive panic as well as chaos of the social public, hence threaten the social stability and safety.In this paper, the inner connection between sudden blackout and social production & living is analysed based on the initial definition of social safety and the authoritative analysis of social safety published during the 18th National Congress, hence the blackout social safety evaluation index system is formed considering the most severe influence on social safety caused by blackout. The specific evaluation model applied to safety indexes after blackout is studied taking into account the mechanism of how blackout influences each index of social safety. Then, specific modeling of each safety index, namely the public security, production safety, residential living safety and traffic safety, is done, and quantization method of each index in the evaluation model is proposed. The evaluation value of social safety standard is obtained via integrated calculation of the results of each safety index using catastrophe progression evaluation method. Finally, the proposed model and method is applied to a local grid considering the social safety condition of Wuhan, and the example analysis of integrated social safety evaluation after blackout is proposed. The blackout social safety evaluation result is obtained via analysis.
