In recent years, organizations of China attempt to apply resume screening and evaluationin leading cadres competitive selection. However, lack of scientific standardization tool ofbiodata evaluation tools, biodata is mainly used to determine whether the basic conditions arequalified, rather than match candidates to vacancies by an effective quantitative evaluation.Although started the leading cadres competitive selection very earlier, Guangzhou don’t havemature biodata evaluation tools so far. Therefore, taking the leaders of the publicorganizations and enterprises of Guangzhou as samples, this paper developed a biodataanalysis system that can be used in the domestic leading cadre assessment, which has veryimportant significance.First of all, the literatures on biodata at home and abroad were reviewed, and the biodataconceptual framework. According to the conceptual framework, a lot of in-depth interview tothe leaders who came from the public organizations and enterprises of Guangzhou city hadbeen carried out to discuss how to evaluate the biodata for the leading cadres open selectionor competitive selection etc. Secondly, using a questionnaire survey, the weight of everybiodata indicators were assessed by the leading cadres in Guangzhou; meanwhile thecomments on biodata were obtained. Again, through the statistical analysis of thequestionnaire, and combined with the information for interviews, a quantitative evaluationtool for biodata analyzing was formed. Empirical research methods were also used to verifythe validity of the tool.The findings of this paper show that leading cadres biodata evaluation consists four firstclass indexes: general background, work experience, work performance and rewards. thevalidation of the leading cadres biodata evaluation tool demonstrates that biodata assessmentcompetitive selection can eliminate the unqualified candidates; make sure the right person totake the post; and emphasize the important of character, performance, and public opinion incadres selection.Biodata assessment, which is applied to the leading cadres competitive selection, hascertain innovative in the personnel selection, is worth further research in the future.Meanwhile, the standardized management of biodata is attaining mature.
