The Research Of Policy Exclusion In The Construction Of Beautiful China

Beautiful China is the combination of the beauty of livable natural environment, the beauty of civilized and harmonious social environment, the beauty of the pursuit of the perfection of the human environment and the beauty of democratic, it has a profound background and theoretical basis. Constructing Beautiful China is a systematic project, must build a five-in-one development pattern, including economy, politics, culture, society and ecology and ensure the interests of various aspects balanced and coordinated, achieving this ambitious goal must rely on the government’s policy. But in the practice of the construction of beautiful China, there exist various forms of public policy exclusion, for example, the exclusion among political, economic, social, cultural, ecological policy, the exclusion between the central government and local government policy, the exclusion among the local governments policy, the exclusion among government departments policy, so that the public policy has deviated from the value of social justice, resulting in a series of social problems, which is obviously contrary to the goal of Beautiful China. The policy exclusion problems in the construction of Beautiful China are caused by many complicated reasons, such as the limitation of the sustainable development ability of the policy leaders, poor justice institutional arrangement, the lack of policy game rules or injustice and the vulnerable groups of society due to social exclusion, fragility and sustainable livelihoods problems in the marginalization, exclusion situation. To eliminate the policy of the construction of beautiful China, we must focus on both macro and micro aspects, in the macro aspect, we must change the traditional economic development model to promote coordinate development of economy, resources and environment, and pay attention to strengthening the construction of people’s livelihood projects to protect the interests of the vulnerable groups; in the micro aspect, we must improve the public policy system, establish and enhance the supervision mechanism, participation mechanism and interest expression mechanism of public policy.
