Terrorism, known as the "21st century’s political cancer", has a significant negative impact on peace and security of the world. Especially in the age of post "9.11", terrorist activities have become more intense. They targeted innocent civillian, pursued a stronger effect of terror, used more diversified measures as well as increased members network, which challenge the world anti-terrorism situation. Hence, It is urgent to place emphasis on the issues of Counter-terrorism. In fact, China also suffers from global proliferation of terrorism over the past decade. There is evidence that the "East Turkistan" terrorist forces are closely related to the activities of "three forces". Some Uygur people in Xinjiang Province left China illegally, they crossed the Turkey to Syria, Iraq and other places, to participated in the so-called "holy war". Then some of them returned and planned violent activities, which have hampered the effect of Belt and Road strategy. By 2016, China promulgated the Anti-Terror Law, in which Chinese military finally has the authority to perform cross-border terrorism task after the consultations of the parties. It is considered to be the preferred choice of China in the circumstance of anti-terrorism tend. Although it seems necessary to implement the above measures, for they will maximize the combating effects, we must consider the legal basis of Cross-border anti-terrorism.The innovation of this thesis include:1)a novel topic, which is not only focus on the practical difficulties but China’s anti-terrorism practices.2)using a comparative approach to introduce anti-terrorism strategies of The United States and Russia, then giving some recommendations for cross-border anti-terrorism policy of China.
