Competence after entering to China since the 1990 s, the concept of becoming an important hotspot in the research of the human resources, through the research of competence, can make the human resource management is engaged in the former, improve efficiency, is a kind of innovation mode. Compared to the practical application abroad, domestic research on the theory of competence is more, in practical applications, especially in public administration management competency research is not a lot. This article through to the development of huzhou urban management law enforcement personnel competency research, hoping to provide theoretical basis for the practical application of urban management. Chengguan mainly direct performance of the administrative regulation, administrative punishment, administrative enforcement, law enforcement responsibility of civil servants administrative inspection site, with a range of functions, responsibility, our country in recent years is increasingly become the focus on the urban management enforcement, however, the use of violence in the process of urban management law enforcement personnel in the law enforcement behavior, seriously affect the image of urban management, how to improve the image of urban management, improve the urban management become an urgent need to work, but in the domestic theoretical research for this little system study, unable to meet the needs of reality of urban management law enforcement ability construction, therefore, how to grasp the core competence of urban management law enforcement personnel to understand and nurture them effectively, it is directly related to the optimization of public administration and the construction of a service-oriented government. In this paper, through the establishment of lake city development zone urban management law enforcement personnel competency model, and carries on the detailed analysis, combined with domestic and foreign public administration staff competence situation and characteristics of the existing research results of the model, made a more comprehensive description of the analysis.
