Cadres at the basic level are the backbone of local government departments to serve the masses.The work attitude and ability of these cadres directly affect the implementation of national policies,the work efficiency of local governments,and the well-being of the people.As core content of cadre management,incentive is the most important factor that affect the efficiency and enthusiasm of these cadres' work.Giving full play to the incentive role in grass-roots cadre management is of great significance,because it can help to achieve the overall goal of government departments and improve the quality of work.In the the new era,the new development situation brings new challenges for governments on how to do a good job in the incentive of cadre management,thus,stimulate the enthusiasm and momentum of cadres at the basic level.In recent years,grounded on the national policy,the local government departments have actively explored and improved the incentive mechanism of cadre management of the basic level,and achieved certain results,but also faced with many problems.Taking Wuxi County of Chongqing as an example,this paper analyzes the incentive mechanism of grass-roots cadre management in the county by using the methods of literature analysis,questionnaire survey,field interview,and factor analysis.Then,this paper summarizes the problems existing in the incentive mechanism and the causes of the problems,and then puts forward targeted and feasible strategies and suggestions for optimizing and improving the current constraint incentive mechanism.This paper firstly discusses the research background and significance of the incentive problem in grass-roots cadre management,makes a summary on the research status of cadre incentive,and explains the research ideas,research contents and research methods,so as to determine the research direction of this paper.Secondly,it clarifies the meaning of related concepts and briefly summarizes the development of incentive theory.Thirdly,it combs the current situation of incentive mechanism of grass-roots cadre management in Wuxi County of Chongqing.Fourthly,through questionnaires and interviews to collect the satisfaction of cadres in Wuxi County of Chongqing to the existing incentive mechanism.Then,from the data obtained from the survey,it analyzes the problems in the county's constraint incentive mechanism and the reasons for the problems.Finally,combined with the actual situation of the county,this paper put forwards possible countermeasures and suggestions,in order to optimize the county's grass-roots cadre incentive mechanism.
