Research On The Credibility Of The Third Party Evaluation Of Local Government Performance In China

As an effective tool to improve government performance, third-party evaluation has been adopted by many western governments, and became one of the government performance evaluation forms. The third-party evaluation has advantages of independent, professional, strong political rationality, high public participation and concerning the public satisfaction, these ensure an objective and fair evaluation of government performance, point out defects of government work, influence on government’s decision-making process, therefore, third-party evaluation plays an irreplaceable role in improving government performance. Credibility is the lifeblood and core competitiveness of third-party evaluation, all activities of third-party evaluation are based on the basis of its credibility. A direct consequence of lacking of credibility is losing government support and the public trust, the third party evaluation will also loses its meaning of existence. In reality, there are still many problems about the credibility of third-party in China’s local government performance evaluation.In this paper, first, it introduced the background, theoretical and practical significance of the research questions, research route and research methods, and summarized the research situation at home and abroad by using literature research method; second, it described the theoretical concepts of local government performance,third-party evaluation and credibility and the logical relationship between them,emphasized the important role of third-party evaluation’s credibility, and introduced Trust Theory and Governance Theory as the theoretical basis of the credibility research;third, it analyzed the factors that influence on third-party evaluation’s credibility,explored the performance of lacking of credibility, and analyzed deep-seated reasons of lacking of credibility of third-party evaluation; then, through using the method of comparative analysis, it made a comparison between developed countries and ours in credibility construction and drawn mature experience, tried to find a road to construct third-party evaluation’s credibility in line with China’s conditions; finally, according to the analysis the reasons and the foreign experience, it put forward countermeasures to meet the actual development.The main innovation of this paper is that finding countermeasures to improve third-party evaluation’s credibility, promote innovation of local government performance evaluation system and healthy growth and development of third-party evaluation organizations, broaden their development path, enhance their social status and win the government and the public’s recognition better.
