Under the background of the summary and reflection on the income pattern of civil servants that has been formed for nearly 10 years since the civil servants' income distribution reform in 2006,focusing on the grassroots level,this essay collects actual revenue data of more than 7,000 civil servants who come from nearly 40 county areas of one province,does multi-level,multi-angle analysis and provides junior civil servants'income distribution picture under the existing civil service income distribution system.This essay sought feedback macroscopic civil servants income distribution system implementation and effects at the grassroots level,and to try to introduce mature experience of enterprise compensation management to explore junior civil servants income distribution system.Based on the basic national conditions that we're now in aprimary stage of socialism,the basic principle of our country is to distribute to each according to one's work and the value created.Reform and opening-up brings socialist market economy and the emergence of enterprises and other market players,who undertaking a major social function to create economic surpluses;meanwhile,the public sector assume the macro-control economic,social management,public services and other social functions.With the rapid development of market economy,enterprise management experience is also showing rich fruits,mature market price system provides some quantitative information on the value of labor.Overall,the level of junior civil servants is generally confined to below the level of divisions or equivalents,accordingly,their wages are paid below the division level of and below divisions or equivalents.Most of junior civil servants earn their salary from the level of sections or equivalents for a lifetime.Civil service revenue basicly can be divided into basic salary,allowances,subsidies,fund medical insurance and other welfare benefits or postpone projects.In the income distribution system,what we are carrying at this stage is the implementation of the rank system,focusing on job-level excitation;since the regional economic development is not exactly the same,there is a certain geographical disparities in allowances and subsidies;in recent years,through annual assessment,target responsibility assessment and other management tools,a performance-oriented salary system is gradually established.From the point of view of basic salary,the junior civil servants' age,work experience,office-level are positively correlated to their basic salary.Basic wage is divided into job wages and level wages,job wages set different standards according to job-levels,each sub-job level divides leadership positions with non-leadership positions,practically,job wages' promotion and leadership positions' promotion are highly correlated.Level wage sets salary band according to different office levels,each salary band sets certain salary levels,each salary level sets certain salary grades.In practice,salary grades are promoted every two years and salary levels are promoted every five years,according to the cumulative annual examination results to raise salary level.From the point of view of allowances and subsidies,allowances and subsidies set different criteria based on job level,and can be basically divided into life allowances and subsidies and work allowances and subsidies.To work under the job-level ceiling,most of junior civil servants' allowances and subsidies can not be effectively increased up.Performance-oriented incentive allowance,which is the bonuses of a year,as a tool to assess,is rewarded to qualified civil servants and collective units that has passed the assessment,and is based on criteria basic wage or basic wage.This kind of allowances and subsidies can be further improved on performance-orientation.From the point of view of welfare,with the establishment and improvement of trade unionism,junior civil servants are phasing out the old welfare system,meanwhile,they will be more professional and citizen-oriented.The merger of trade unionism and pension system will witness the end of civil servants' pension,which is the biggest benefits of civil servents.
