Civil servants at the grass-roots level accounted for 60% of the total number of civil servants, accounted for the vast majority of the number of civil servants, grass-roots civil servants directly reflects the content and quality of public services, impact on the administrative efficiency of the government and the broad masses of the people’s quality of life. The concept of incentive mechanism of civil servants is that governments at all levels need to set a specific goal when provide better public services and operate government management. During the process of meeting the targets, the governments need to inspire the grass-roots civil servants to improve their work ability and to face the people with more enthusiasm by certain stimulation means and methods. At present, China’s grass-roots civil servants incentive mechanism may have many problems. It is difficult to inspire the enthusiasm and initiative of grass-roots civil servants. Therefore, it is very important to research and analyze the incentive mechanism of China’s civil servants.This paper was based on the theory of incentive mechanism for grassroots and summarized the domestic and foreign civil servants incentive mechanism. By the questionnaire survey of Shanghai grass-roots civil servants incentive mechanism and theoretical research, we tried to discover the root causes of the problems of the Shanghai grass-roots civil servants incentive mechanism, mainly as follows: the salary incentive is not strong enough; the evaluation system is not perfect; lack of promotion opportunity; and lack of systematical termination pressure. The author also gave the following suggestions on how to improve the incentive mechanism: to strengthen the management of the salary system; improve the evaluation system; improve the promotion system; and establish an effective training system. This paper may still have some limitations due to my limited research capabilities. By researching Shanghai city grass-root civil servants incentive mechanism, the author hopes to help inspiring the Shanghai grass-root civil servants; increasing the creativity of the public servants; and improving the evaluation system and the management of the governments, through which the grass-root governments are able to increase their working efficiency.
