Research On The Construction Of Rural Social Old-age Service Organization System

In 2014, it refers to speed up the construction of rural social endowment service system in "About Comprehensively Deepen Rural Reform to Accelerate Agricultural Modernization of Several Opinions". The 18th session of National People's Congress proposes, "the perfect social security system; improve the network of public service and social management at the primary level...speed up the formation of politics and society; specify the power and responsibility; so that develop a modern system of social organization with self-governing by law". Rural has entered an aging society, and the aging degree is higher than the town. According to the sixth national population census data, in 2010 the rural areas in China, aged 60 and above ratio has reached 15.0%, and the ratio of 65 years and older population has reached as high as 10.1%. The function of rural family endowment, care is weakened. Human resources which can provide pension has being reducing with unprecedented challenge. Rural old-age service organization system construction is the foundation of the whole rural old-age service system construction, and the common concern of government and academic groups. Through the survey, current rural social endowment service organization system construction is still in its infancy, and the main performances show that the multiple management power and responsibility is not clear, service supplies insufficient resources, supervision and management is insufficient, and operation mechanism is not sound, etc. It is imperative to establish and improve the rural social endowment service system.Combining theoretical and empirical research, the author found that the problems in the construction of rural social endowment service organization system lead to the diversified and multi-level. Therefore, that mainly includes physical, economic, ideological and organizational factors. The main measures of construction and improvement of rural social endowment service organization system are following:firstly, strengthening the government macroeconomic regulation and control; secondly, strengthening organization and leadership system; thirdly, strengthening the construction of service supply system; fourthly, improving the regulatory organization system; fifthly, improving the operational mechanism. Finally, establishing and improving the multiple cooperation and multi-pronged mechanism of government, society, family, and single person.
