Grass-roots civil servants are the direct executors of public management. They link the party committee government and the masses, and undertake the heavy burden of grassroots government and public service. Accounting for the vast majority of civil servants, grass-roots civil servants’ behavior and attitude when they exercise their public power, have a direct impact on the party and the government’s credibility and executive power. For a long time, affected by the factors such as ideology, economy and culture, mechanism and system constraints, grass-roots civil servants have low job-enthusiasm and weak sense of work achievement. Since the eighteenth party, the central government has issued eight rules and series disciplinary regulations to constrain the behavior of civil servants, even restrain the behavior after work. Along with the civil service management systems being constantly improved from place to place, civil servants’ behavior is kept under control. Adapt to this condition, the research on civil servants’ working motivation theory practice is building up. But the feasibility of the civil servants’ working motivation incentive measures still couldn’t fit into the development of the form. Under these circumstances, the passive work slowdown is general, and has bad affection on the quality and efficiency of government work, the party and government execution of public affairs, and the image of the party and the country. The lack of grass-roots civil servants’ working motivation has become a common and urgent problem to be solved in our country.This article from the grassroots reality, selected Y County grass-roots civil servants’ working motivation for the study, mainly uses the literature research, qualitative and quantitative analysis method, systematic approach and other methods to do the research on enhancing the grass-roots civil servants’ working motivation. Firstly, it describes the research background and significance of grass-roots civil servants’ working motivation, reviews of the status of the relevant empirical studies home and abroad, describes the core concepts of motivation, civil servants, and grass-roots civil servants, and describes the related theories and motivation factors which effect on the grass-roots civil servants’ working motivation. After that, carries on the introduction to the basic situation of civil servants in Y County, the author designs scientific questionnaire to find out the factors of influence of grass-roots civil servants’ working motivation in-depth understanding the status quo of Y County grass-roots civil servants’ working motivation. The impact factors of grass-roots civil servants’ working motivation can be summarized as wages and benefits, development space, the working environment, the working pressure, the ideal and belief, the self value and the institutional system. Subsequently, the author further explores the existing problems in the grass-roots civil servants power, which are salary gap, insufficient material incentives; tedious and boring working; lacking of entrepreneurial passion; narrow promotion channel; imperfect evaluation mechanism; lacking of humanistic care and the presence of negative emotions; weak sense of purpose and lacking of sense of job mission. Then, the author do a profound analysis on the reasons of the problems of grass-roots civil servants’ working motivation, which mainly are: equalization of salary system affects on civil servants’ material motivation; personnel management system and the organizational structure affect on the development motivation of civil servants; environment and work pressure have influence on civil servants’ mental motivation; rewards and punishment system have influence on the job evaluation incentive motivation of civil servants; the ideals and beliefs affect the mental motivation of civil servants. Finally, combining with the related theory and the local actual, the author puts forward the measures to enhance civil servants’ working motivation. The author points out the need to adjust the salary structure, establish an incentive mechanism; innovative methods of work, active working environment; optimize the allocation of resources, improve the promotion system; innovate the evaluation mechanisms, strengthen performance management, the humane care and the positive incentive; build strong teams.The author explores the solution to the problem of the shortage of grass-roots civil servants’ working motivation, and puts forward some concrete measures for the improvement of the working motivation, which can provide reference for the party and government leaders in the civil service management. Due to the limited personal capacity and the theoretical level, this study has some limitations, and may go further in the condition of permitting in the future.
