Civil servants at the grass-roots level is in the state functions of the government agency system in the direct services in the ordinary members of the organization,its work efficiency and attitude related to spirit and policy implementation,our government is the government's image directly.Famous master of management research,Robert put forward,in the United States government agencies in the field of public administration can fully arouse the enthusiasm of staff incentive mechanism is the important factors.Along with the progressive realization of the aim constructing innovative service-oriented government in our country,more cannot leave actively cooperate with the government civil servants at the grass-roots level,to fully mobilize enthusiasm and initiative of the work.So,we will continue to improve and promote our country's civil servants at the grass-roots level management incentive mechanism,is to improve the civil servants at the grass-roots level as a whole team quality and ability,the key to improve the functions of the government agency ruling ability.This research reference related incentive theory and research on the incentive mechanism of civil servants at home and abroad,combined with the practice of incentive mechanism of civil servants at the grass-roots level in China and the current situation of lingyuan civil servants at the grass-roots level,research suggests that exist in lingyuan civil servants at the grass-roots level salary is low,the lack of material incentive,the civil service system benefits differentiation as well as the problems such as selection of promotion mechanism is not perfect;Its reason mainly relates to the social ecological environment restriction,idea factors,disharmony and lingyuan civil servants incentive mechanism construction of incentive evaluation formalization,etc.Therefore,this study from the optimization of salary system,perfect innovation incentive mechanism of civil servants at the grass-roots level,the constructing scientific assessment and promotion platform and optimize the external environment and so on Suggestions to consummate the lingyuan the incentive mechanism of civil servants at the grass-roots level management countermeasures and Suggestions.
