The Review And Prospect Of The Performance Management System Of Chinese Government From The Perspective Of PV-GPG Theory

Since the reform and opening up, China faced with the political, economic and social environment has undergone profound changes, the government should change its function gradually in the process of in response to external environment. The government performance management as a powerful tool to perform the functions of the government, the practice, theory and system are constantly evolving. But in practice, increasing government performance do not bring citizen satisfaction, so scholars began to reflect on the problems of government performance management in the new public management paradigm. The public value based government performance governance theory(PV-GPG theory) based on the previous performance theoretical reflection, establish public value for the essence of government performance, and design the realization path of public value again. But how to make the theory of government performance of public landing, and produce performance based on public value in practice is the logical starting point of the study. After reviewing the practice of our government performance management, finding that the government performance management system provides performance practice, the system itself is also affected by the performance theory. Therefore, based on the perspective of PV-GPG theory, using the analysis frame of government performance value chain, this paper reviews the basic characteristics, value orientation, value distribution, influencing factors and the evolution law of our government performance management system of five aspects. First of all, using the method of theoretical research and analysis of the literature, understand different stages and the basic characteristics of our government performance management system; Secondly, finding the value orientation and value distribution of government performance management system in each stage with the method of text analysis; Again, analysis of the impact of government performance management system factors and evolution rule. Based on the factors and the evolution rule, combined with the current China’s political, economic and social environment, direction of the transformation of government functions and the path of system dependent on factors such as, putting forward the future trend of our government performance management system. The significance of this paper: Firstly, in this paper, based on system thinking of the theory, practice and government performance system, through the analysis of the performance management system, trying to find the PV-GPG theory landing path; Secondly, to improve the government performance management system, both help to generate public value in practice, as well as the modernization of national governance systems and governance capacity in the meaning of.
