| After over two decades of reform and opening up, the economic indicators were greatly improved with the rapid expansion of economic and society development at the end of the last century. With a series of economic reform measures, the State Council carried out extensive reform of government institutions for several times, in order to establish a uncorrupted and efficient government with competent staff. But the government had been plagued with many problems, such as overstaffing, heavy financial burden. The government in different regions carried out the research to solve these problems. Since 2005, the Ningxia Hui Autonomous Region put forward the implementation of real identity based system management for the first time, and the system play an important role in the control of the number of government agencies and financial supporting staff. With the promotion of the experiences of real identity based system management in Ningxia Hui Autonomous Region, many regions of our country tried to implement real identity based management aimed at those who have the staffing in the daily management, and how the government can carry out management was investigated by these regions, forming a number of local characteristics of the management model. But the most of the management adopt stand-alone management, paper filing and manual checking, resulting in many practical difficulties in the process of the implementation of the real identity based system management. The demand of practical management and the maturity of modern computer and network technology have laid the foundation for the establishment of real identity based management system. Since 2010, Gansu Province began to construct provincial real identity based system management. In 2015, the administration of agencies and staffing of Gansu province had been basically rely on the system. Many problems had been solved by the system, such as ordinary organization management structure, experience relied decision-making matters, target oriented evaluation of the organization establishment management. The system promotes government agencies and staffing turning to new mode of the agency and staffing steering sector collaboration, data decision and panoramic evaluation. In the process of establishing the real identity based system management system in Gansu Province, there are still some problems with different elements. To analyze and put forward corresponding measures, it will greatly enhance the effect of the implementation of the real identity based system management of Gansu province, andalso, it will effectively promote the capacity of the government agencies and staffing management of Gansu Province. |
