Research On The Factors Of Influencing The Government Credibility In Group Event

The government credibility is closely related with the group event, during June – July, 2014, X city’s administrations such as the Housing and Urban-Rural Development and Environmental Protection department published the plan of constructing ecological environment parks in 3 places on their website, as the project had a close relationship with the site planning for constructing a new waste incineration power plant, when the information was released by local media, it aroused the discontent of local people and caused the BL “9.13” group event. The "9.13" event reflected the weakening of government functions such as behavior validity, credibility of decision-making process, opaque information, crisis management and credibility, resulting in a decline of public’s trust in government. According to these problems and influence of "9.13" event on government’s credibility, it is urgent for us to put forward countermeasures to further strengthen the government’s credibility.This paper took the theory of government credibility and crisis management as a breakthrough point, through methods such as literature review, questionnaire survey and case analysis, taking BL “9.13” event as example to discuss government credibility. The government credibility is closely related with the group event, it is an important factor to determine government credibility whether the group event is properly handled, to some extent the government credibility determines the handling ability of government in dealing with group event. This paper discussed the weakening of government credibility in BL "9.13" event, which can be reflected in aspects such as behavior validity, credibility of decision-making process, opaque information, crisis management and credibility. Based on questionnaire survey and factors analysis, seven common factors were defined. The results showed that, in order of the seven common factors’ influence on government’s credibility in "9.13" event, it goes: work style of civil servants, administrative legitimacy of government and social supervision, the public’s consciousness of participation, government credibility and information transparency, government service consciousness and level of democratization, communication channel and supply of public service. Putting forward from the key influence factors on government credibility in "9.13" incident, by strengthening supervision and management to promote the transformation of work style, ensuring the procedure legality and stability, establishing and perfecting the government information disclosure mechanism, improving the level of government’s public service to build the government institutional trust guarantee mechanism to deal with group events; By reasonable guidance and expanding the channel of public participation to protect the public’s reasonable interests; Through three dimensions such as broaden the communication channels for handling of group events, improve the media’s public opinion expression mechanism, etc, to further strengthen the government’s credibility.
