Accountability Research On Non Governmental Organization

Under the process of government role and function transformation in China, government’s responsibility system has transformed from the macroscopic control and comprehensive supervision to the collaborative regulation and micro control, noNGOvernmental organizations as a complementary organization of government work, plays an increasingly important role in social management and economic development. But the subsequent management, accountability problems emerge ceaselessly which become a bottleneck restricting the development of noNGOvernmental organizations. On the one hand, our government’s administrative management system is not sound, management idea obsolete. On the other hand, fund abuse,corruption and misconduct often happens in some NGOs, and because of head of the non-governmental organizations’ management ability level is lower, leading a great impact on social order, public security and state security. When these problems happened but have no effective accountability mechanism to constraints and control, it will decline the social public’s trust to non-governmental organization continues. Many social events in recent years show that NGO accountability is the key factor of its development, the accountability problem also reflected the disadvantages of non-governmental organization governance, strengthen the accountability of non-governmental organizations is the main way to promote non-governmental organization autonomous ability, it also is the important measure to solve the management absence of non-governmental organization.This paper on the base of huge collection of NGO accountability, insight into the relevant policy formulation and implementation of carried for NGO accountability, based on the governance theory, the voluntary failure theory, using literature study method and qualitative method as the research method, analyzed the effectiveness factors of Chinese NGOs accountability current related issues, put forward more feasible approach for Chinese NGOs accountability measures.First of all, this article discusses the article research background and significance, research status at home and abroad, noNGOvernmental organizations question research. Second of NGO accountability introduces the background and basic content, illustrates the NGO accountability is in the role of NGOs and function transformation, the change of the global political landscape, government, society, business and public relationship building process of the behavior, non-governmental organizations themselves are in specification requirements under the background of transformation, and introduces the basic content of NGO accountability, include: political accountability, legal accountability, administrative accountability, ethics, and accountability. The third part elaborates the progress of accountability content, points out the current problems of NGO accountability in our country is the performance evaluation of existing obstacles, lack of accountability act flexibility and creativity, public information lack of practical effect, policies and regulations is not standard. Investigate its reason is lack of accountability to NGOs laissez-faire, accountability mechanism is not sound system within the organization, non-governmental organization behavior, NGOs, government accountability defects caused by improper. Therefore, this article put forward the way to the realization of the NGO accountability, namely the reform of government supervision and examination mechanism, for reform of system of dual regulation, into a dynamic regulation, at the same time, the government intervention to NGO accountability justice; To strengthen the legislation work of non-governmental organizations, standardize NGOs access standardization, legal status and path of the rule of law and responsibility complement each other; Improve the ability of NGO management accountability, emphasizing the resource utilization of mandatory and savings, improve crisis management skills, to develop crisis management plans; Deepen the NGOs ethical accountability, perfect the organization rules and regulations and institutions, to strengthen the construction of their professional ethics.
