Classification is the source and foundation of confidential work. Doing national secret classification well is an important premise and guarantee measures to safeguard national secret security and promote the government information disclosure. In 2014, the State Council promulgated the regulations for implementation on People’s Republic of China on Guarding State Secrets Law. In March 9th of the same year, the National Administration for the protection of state secrets published the provisional rules of national secret classification management. Departments at all levels accelerated the work of classification management. However, secret classification problems are still appeared frequently in several organs and units as follows: state secret without classification, none secret with unnecessary classification, serious classification light decryption, just classification without decryption.In this paper, my research is object to national secret classification, by using some theory of Public Administration, including the ruling by law theory, the limitation on rights theory and the interest balance theory, etc. I choose the literature research, comparative analysis, case analysis method to study. Show a comprehensive discuss of the national secret classification working mechanism of the new situation, then summarizes the status quo, analysis of the problems existing and the reasons of the problems deeply, take the advanced theory and practical experience abroad as reference, put forward countermeasures and proposals to improve our national secret classification, look forward to promoting China’s classification work process and perfecting the national secret classification mechanism.The research found that the main problems for national secret classification are capriciousness of giving secret, being secret without decryption, improper secret classification, and so on. The reason mainly lies in blurred classification guide, the imperfect classification official system, lack of regulatory classification procedures and backward classification management. This thesis attempts to improve and optimize our national secret classification work from four aspects as follows: definite classification evidence, perfect classification system, standardize classification procedures and developing a computerized system for classification.
