Community is the ties between the community and the public, which is the cell of society, Is one of the sites on which people live and development,it is imperative to deal with the related work of community.The importance of public participation in community governance can not be ignored, residents are the main part of the community,no residents in community governance is impossible. The goal of community governance is to promote community development and the all-round development of people.The most widely mobilize and organize the people to manage state affairs according to law and social affairs, manage economic and cultural undertakings,ensuring the equal participation in all members of society in accordance with the law is the important content of national development.Therefore, improving the system of democratic management, improving The vibrant grass-roots self-government system of the basic-level party organization leadership, and expanding the scope of grass-roots mass self-government and urban and rural community citizen participation in is the basic work for the development of grassroots democracy.Community development in our country from the traditional planned economy to the socialist market economy, the community residents also changed from "unit person" to "free man", we made gratifying achievements,and also found inadequate, through to the F community in Datong City of Shanxi Province as a case study, firstly what the public should do is to choose the way in which can appropriate participation in the process of community governance and play an important role. Secondly, the scope and types of public participation in community governance need to be defined clearly.Finally,we can found issues in the process of community governance from the perspective of community public,and put forward the corresponding countermeasures to solve these issues.After the field survey questionnaires and interviews we found some factors can affect the public participation of community governance in F community,these factors are age, income, property companies or the work of residents’ committees, resident community attachment, community public cognitive capital.Finally, enhance public participation in community governance paths are: The government roles properly, "at the helm" and not "paddle";residents’ committees Return to the autonomous status, the realization of self management, self education and selfservice,and become the real autonomous organization; Diversification of implementation in collaboration,The formation of the neighborhood as the center of the multi-network, encouraging and guiding the development of the third group within the community actively;constructing and formatting the public cultural community participation, enhancing public ownership of the community, enhancing people’s participation and accumulating social capital and guiding the positive area of public spirit formation.
