In2001, The No Children Left Behind Act was established so required that eachclassroom, nationwide needs a highly qualified teacher who was responsible for thestudents’ academic performance. Meanwhile, there is a growing consensus that teacher’squality plays a determined and vital role concerning the success of entire education.As a result, numerous teacher education reforms have greatly impacted the improvementteacher quality in USA, of which the Master of Arts in Teaching Program was one of them.The MAT program combines the academy and normality of students, which utilized thedisciplinary study, pedagogical study and teaching practice through the whole study, not onlyguarantee the professional content knowledge that the high-quality teacher must have, but theteaching practice promises the quick adaptation in the primary and secondary school of apotential teacher.It is enunciated clearly in the following6parts: The first sector explains the conceptsand theoretical reference of MAT program; the second parts introduced the historicaldevelopment of MAT program, mainly including the background of MAT program arose andvarious stages of development; Part Three illustrates the characteristics of MAT programfrom different perspective. The fourth section analyzed the effectiveness and problems duringthe process of implementation of MAT program. Chapter Five is entitled as case analysis ofMAT program in Southern Illinois University-Carbondale. The final chapter describes thatthe practices of MAT Program have positive inspiration and referential significance for theinnovation and development of teacher cultivation model’s transformation in our country.
