Implementing of new curriculum reform and of education for all-round development in the whole society, there comes out a new idea that focuses on students’health as well as students’ integrated development, which poses a pressure on the overall improvement of professional qualities of PE teachers in colleges and universities. Therefore, this paper, from the perspective of value judgment and the cultivation of PE teachers, probes into the professional qualities of PE teachers in colleges and universities, trying to propose the construction of the structural system of professional qualities of PE teachers in colleges and universities and the cultivation for them. The research findings are listed as follows:In order to conduct a survey over professional qualities of PE teachers in colleges and universities, self-made professional qualities scale for PE teachers in colleges and universities is applied, which is made in accordance with the criteria and requirement of psychological questionnaire. Its credibility and validity are examined and all reach the requirement of statistics, and it can be used as a tool to test PE teachers’professional qualities. Making further analysis on the structure of professional qualities of PE teachers in colleges and universities, we can find that professional qualities consist of ideological and ethical quality, professional skills, scientific and cultural quality, teaching skills, physical and psychological quality, and scientific research ability and their respective path coefficients are0.77,0.75,0.61,0.58,0.57,0.42, which offer reference for the cultivation of professional qualities of PE teachers. But the overall qualities as well as each dimensionality vary largely with the sex, the title of technical post and of school age, based on the otherness, the construction of the cultivation of professional qualities is made.The shortage of this study is that self-made questionnaire is used, and the credibility and validity are also need further strengthening. The analysis is made from the perspective of the sex, the title of technical post and of school age, and also finds out the otherness of professional qualities and explains the reason, but how much effect of these factors has on professional qualities is not sure and needs further research. As for the construction of professional qualities of PE teachers in colleges and universities, the features of sporting events should be taken into consideration as well as theoretical knowledge of every subject.
