In the era of knowledge economy, talents, especially high-level personnel, playan essential role that cannot be replaced in achieving leapfrog development inQinghai Province. Based on human capital theory, multiple intelligence theory andMarx’s doctrine of free comprehensive development of human, this thesis, from theaspects of the total population, education structure, talents’distribution andsupportive policies about high-level personnel, presents a detailed analysis of thecurrent situation of the high-level personnel training in Qinghai, with the method ofqualitative and quantitative analysis. After collecting and collocating eleven targetsof all provinces in China, this thesis get Qinghai’s overall ranking of the high-levelpersonnel training effect on the use of factor analysis in the scoring function. It isonly the twenty-eighth in the whole country, that is to say, the fourth from the bottom.In this case, this thesis not only points out the existing problems but also bringsforward the suggestions on optimizing approaches to the training of talented peopleof Qinghai Province from three perspectives---timely quality improvement of thetraining, adherence to a combination of production, learning, and research, andcreation of a rather good environment for the development of excellent personnel. |
