Comprehensive Evaluation Of Lanzhou’s Population Quality

Population quality is the guarantee of the social and economic development. Andit has vital relationships with the social stability, economic development and thecontinuation of civilization. As a major city in the western China, Lanzhou is also in acritical period of national implementation of the western development strategy. So thelevel of population quality is in a crucial position in the socio-economic development.In traditional demographic theories, predecessors thought there are three elementsin population quality: physical health, education, and moral qualities. But those arenot enough to fully reflect the population quality. So we should include the populationstructure and population cohesion in the evaluation system. We summarized thecommon population quality comprehensive evaluation indexes systems. And thenbased on the common comprehensive evaluation system constructing principles, weinnovatively selected25representative indicators from the five areas of thepopulation quality(each area includes5indicators), especially innovatively chose theindicators of population cohesion to build the comprehensive evaluation indexessystems of Lanzhou’s population quality.In the method aspect, we summed up the previous common population qualityevaluation methods. Then we selected the CRITIC method which can reflect theactual indicators’volatility information more intactly and then modified it to highlightrelationship of the relevance and interpretation among chosen indicators. Meanwhile,we select efficacy coefficient method as the standardized methods for the populationquality evaluation according to the merits of a variety of standardized methods.Based on the chose theory and methods above, we horizontal compared theLanzhou’s population quality indicators and the national average’s and severalimportant western cities’ corresponding indicators, knowing that the Lanzhou’spopulation quality has no significant foreign advantage among the important westerncities except for the physical fitness. The we longitudinally compared Lanzhou’spopulation quality from2000to2011descriptively and also with the CRITIC methodto get the comprehensive weight of all aspects of the Lanzhou’s population quality, fully understanding the variation of all aspects of the population quality. And we usedbucket theory, founding that both population structures and population cohesion areslower development aspects of Lanzhou’s population quality. Thus, the conclusion isthat they are the short board elements. That provided reference and basis for thedevelopment of population quality in Lanzhou and the government forward works.Finally, we make policy recommendations about every aspects related to thepopulation quality.
