As the most fundamental education, compulsory education directly influences students`growth and all-round development. With the development of living standard, parents attach moreand more importance to the quality of education their children receive. Compulsory educationbecomes a focus for the government and the people and an indispensable way to realize socialjustice. Nevertheless, due to some historical and practical factors, there has always exist differencesin elementary education, thus, it is the national as well as local government’s concern how todevelop balanced education effectively so as to realize educational equity.Taking the elementary education in Ningbo,an open city as an example,this paper makes research on the recent development,measurements,effect and disadvantages by using literature,investigation and study, cases study and interviews and other methods.This paper is divided into five parts:The first part is introduction. The research backgrounds and significances are explained, theresearch methods, structure, main innovation and defect are also introduced on the basis ofgeneralizing and analyzing research achievement at home and abroad. The second part istheoretical basis, explaining related theories, stages and misunstanding of balanced development ofcompulsory education. The third part is the general introduction of balanced development ofcompulsory education in Ningbo, introducing the developing process, measures taken and theireffect on balanced education. It mainly experienced four stages and Ningbo has taken a variety ofmeasures, such as enhance infrastructure construction, faculty cultivation, assistance for thedisadvantaged, overall promotion of education in urban and rural areas, balanced education viainformatization, to name a few. Compulsory education in Ningbo has significantly promoted in thefollowing aspects: balanced allocation of education resources, implement of quality-oriented education, education reform and opening-up. The fourth part is the problems and theircauses in developing compulsory education in Ningbo. Ningbo has achieved a lot, meanwhile thereexist a lot of problems, like the uneven development of compulsory education between differentregions and schools, as well as in different groups, besides, the issue of School Selection isworrying. This part also analyzes the causes of the problem from the angle of policy, economy,schools population change and social concept. The fifth part centers on the countermeasures research of sustainable and balanced development of compulsory education in Ningbo. On thebasis of analyzing the advantages of Ningbo, this part proposes the related countermeasuresincluding fund guarantee, optimizing resources allocation, balancing teaching staff,.connotationdevelopment and system guarantee.
