Research On The Mechanism And Security Of Collaborative Innovation Centers’ Operation

Colleges and universities are the core subject of science and technologicalinnovation.They play an important role in innovation talents training、the basic scienceresearch and the original innovation. In the current, the innovation of colleges anduniversities presents a “dispersion, closed, inefficient” situation, which has led to theoverall ability of science and technology innovation is weak. For this, the governmentintroduced the "2011plan" to improve the whole innovation ability and built somecollaborative innovation centers. Colleges and universities are the leading units ofcollaborative innovation center, scientific research institutes, enterprises, local governmentsand other relevant institutions are the cooperation units.At present, most of the domesticcollaborative innovation centers are in the stage of forming, cultivating and commissioning.The internal operation mechanism is not clear and the operation security system is notperfect.Therefore, carrying out the research on operation mechanism and operation securityof collaborative innovation center is necessary, which can improve the operation effect ofcollaborative innovation center.Basing on the literature review and the present situation of the first batch of14collaborative innovation centers in China, this paper expounds the the forming process,thestructure distribution and the main characteristics of the body members of collaborativeinnovation center, analysises the operation mechanism of scientific research project running,partners choosing, resource integration&joint cooperation and motive force. Then itdiscusses the security system of organizational management、innovation resources andoperation regime. Finally, it puts forward some proposals to the collaborative innovationcenter and its departments, which aims at improving the running effect of collaborativeinnovation centers.
