The Practice Exploring Of Collaborative Innovation Center Of "985" Universities

Since the centennial anniversary of Tsinghua University, Ministry of education, the Ministry of Finance started the 2011 plan (higher school innovation ability promotion plan), and has approved the two batches of collaborative innovation center. Based on the Collaborative Innovation Center led the establishment of "985" universities as the research object, through comb the implementation of collaborative innovation rationale, analysis of China’s "985" construction of colleges and universities collaborative innovation center of the status quo, research, has built a collaborative innovation center has achieved preliminary results, but there are still some problems, such as collaborative the main innovation of the misreading of "2011 plan"; cooperative unit homogeneity, weaken the advantage of multi agent collaborative research team; unreasonable structure, internal management appeared the tendency of administrative center; teaching resources are insufficient, emphasis on postgraduate training center; rules and regulations are not sound enough, the lack of sustained reform intention.This paper take the science and technology center in Massachusetts Institute of Technology as samples, analyzes the present situation of the construction of science and technology center, Center for science and technology in the process of scientific research innovation experience was summarized, the proposed collaborative some enlightenment on the innovation center of the construction of colleges and Universities in China. Based on the above analysis results, puts forward some measures of innovation center of the coordination of the construction of "985" universities in our country, including:Center for the construction of innovation oriented, to fusion as direction, to open up the points to continuing to emancipate the mind; the central and local governments with jointly formulated to promote and support collaborative innovation center building of supporting policies; center to enhance the quality of higher education as the main line, concise research, enhance the ability of scientific research and innovation, service to the cultivation of innovative talents; personnel system and evaluation system reform is collaborative innovation center system and mechanism reform is the core of the two items.
