Study On University Research And Competitive Capability Evaluation Under Collaborative Innovation Center

The Ministry of Education and Ministry of Finance launched "Higher Innovation Capability Plan of University" (Referred to as the "2011 Plan") on March 23th,2012, which is based on a wide range of cooperation among universities, research institutions enterprise and government for the purpose of knowledge increase and technological development.2011 plan includes four main directions, which is called collaborative innovation of scientific frontier, cultural heritage, industry orientation and regional development. With the 2011 plan to start, Chinese scholars engaged in extensive research on university collaborative innovation, unfortunately, which was hardly related to university research competition. The paper will build a mode with respect to the competition of university research which is based on the theory of collaborative innovation.According to the study on collaborative innovation of university from domestic and abroad, it is concluded that there are few scholars who do research on research competition of collaborative innovation center. The paper will adopt AHP to establish models on research competition of collaborative innovation center in four main directions. Then the paper makes empirical analysis on fourteen collaborative innovation centers which are selected into the 2011 plan. After the empirical analysis, the article makes suggestion on improve the research competition of collaborative innovation center. The paper includes three main parts:The first part is used to explain the reason of doing research on research competition of collaborative innovation center. With the detailed analysis of theory of research competition of collaborative innovation center, it is found that most scholars engaged in the study of cooperation and operational mechanism of collaborative innovation center. Even topic is Proposed by some scholars on research competition of collaborative innovation center that is not divided into four main directions. Based on the above, the paper proposes the topic on research competition of collaborative innovation center in four main directions.The second part begins to set the evaluation index system of research competition of collaborative innovation center in four collaborative directions. With two aspects to discuss, on the one hand, the paper makes the comprehensive analysis on factors which have great impact on research competition of collaborative innovation. On the other hand, the evaluation index system of research competition of collaborative innovation center is set on the basis of factors discussion.The third part will build models of research competition of collaborative innovation center in four main directions, then carry on empirical research on collaborative innovation center in four collaborative directions. Mainly includes four aspects:First, select the method-AHP to establish the index system and discuss AHP's advantages in the establishment of evaluation models. Second, use the method-AHP to build models of research competition of collaborative innovation center in four main directions with the above evaluation index. Third, carry on empirical research on collaborative innovation center in four collaborative directions and try to find out the advantages and disadvantages of research competition of collaborative innovation center. Fourth, put forward suggestions on enhancing research competition of collaborative innovation center in four different directions.
