In recent years, the international cooperative education in higher vocational education, as anemerging type of higher education, has been exerting great importance in refining theinternationalization of the higher vocational education, introducing the quality educationalresources, innovating the running mode and promoting personnel training level. With the rapiddevelopment of international cooperative programs and organizations, problems concerning itsquality have been arising and drawing the society’s attention to great extent. Quality assurance hasthus become one of the key factors in making sure its health development. It is no doubt that itscontinuous development cannot do without a well-constructed, effective and comprehensivequality assurance system.How to control quality assurance? With the analysis of the current status, prevailing problemsand cause of quality management in international cooperative education and the use for referenceof the successful practice of TAFE quality assurance in Australia, this paper proposes a TAFE-based quality assurance system for us international cooperative education. Australia is famous forits advanced vocational education. As the centerpiece for this educational enterprise, TAFE isplaying a crucial role the development and Australian society and economy. It is renowned notonly for the successful practice of vocational education models but the unique quality assurancesystem as well. In this paper, we make an introduction of TAFE and its internal and externalquality assurance system, from which we induce the decentralized management pattern, perfectAustralian Quality Training Framework and flexible and effective facilitating strategies. Drawingon the successful practice of the TAFE-based international cooperative educational program inZBTI for reference, this paper introduces its organizational structures, educational model and thecooperative peers, analyses the effective measures for the development of the quality assurancesystem, especially for the development of the internal one, that is, the clear guiding ideology andgoal for the running of the program, perfect system assurance and management organizations,curriculum quality assurance, teaching quality assurance, the development of the internationalized faculty, student support quality assurance and the effective monitoring of the cooperative peers.The effectiveness of the TAFE-based quality assurance system is demonstrated for theinternational cooperative program. Finally, promote the suggestion that all the Sino-foreigncooperative vocational education should learn TAFE quality assurance system, through TotalQuality Management, ISO9000, Risk Management and Goal Theory, construct a system of its ownaccording to the practical situation.
