A Study On The Quality Management System Of The Sino-Foreign Cooperative Graduate Education

With the rapid development of the higher education internationalization, the cooperation in the graduate education between different countries becomes frequent. As an important way of the graduate education internationalization, the cross-border cooperation in the graduate education increase rapidly, but at the same time, the problems in which become particularly prominent. However, the research of the theory and the practice about the cross-border graduate education cooperation quality management is insufficient. After China's accession to the WTO, the Sino-foreign cooperative graduate education gets a high-speed development in the suitable environment, but its quality management is underdeveloped. Therefore, it is very important to complete the quality management system of the Sino-Foreign cooperative graduate education.The paper focuses on the projects of the Sino-Foreign cooperative graduate education. Firstly, the paper describes the history of the Sino-Foreign cooperative graduate education and its quality problems. Secondly, the paper discusses the theories of quality, arranges and analyses the basic details of the quality management theory. Thirdly the paper learns the experience from some experienced countries, such as the European Union (as the representation of regional cooperation), the USA and France (exporting country), Australia and Malaysia (importing country). And then the paper analyses the quality management in the E-university's project of the Sino-Foreign cooperative graduate education as a case study. At last, the paper indicates the basic elements and the principles of the quality management system of the Sino-Foreign cooperative graduate education.
