The Shanghai Education Commission launched a three-year compulsory education’action plan for migrant workers children in2008, which not only basically solved thedififculties in entering schools and provided a good learning environment for migrantworkers’ children,but also strengthened the management of non-government schools formigrant workers’ children and the construction of teaching staff as well. This paper starts byanalysing the current situation and problems of teaching staff in non-government schools for’migrant workers children, taking Minhang District as an example, and discusses the currentsituations of teachering staff rfom16schools in Minhang District through investigation.The study found that teaching staff has undergone many positive changes: a generalrise in teachers’ income; increased stabilit’y of teachers team; the enhancement of tea’chersquality. There are also many problems, mainly relfected in; heavy workload and pressure;imperfections of teacher training system; imperfections of t*eachers social security system;low professional self-identity of teachers. The reason is mainly due to: the single source ofteachers and the diiffculty in talent introduction; the increase of lfoating population and thestress in local finance; the diiffculties in realizing equal legal status and a lack ofprofessional identity of teachers; the imperfection of the teacher training system, whichlacks of long-term development plan.The construction of teachers team in non-government schools is closely related to theformulation and implementation of relevant education policy. It is also influenced by thenational policies for lfoating population and the education of their children. The authorattempts to, from the policy perspective, analyze the existing policies and theirimplementation, thus studying the impact which policy implementation deviation has on theconstruction of teachers’ team. Finally, according to the existing problems and causes, thispaper puts forward some countermeasures. Due to the limited research skill of the author, who hasn’t been working in this type ofschools for a long time, some problems are still beyond deep discussion, which need to befurther studied in the future. Hope this research will be of benefit to the construction ofteachers team in those schools.
